Board of Directors
Gopher State One Call (GSOC) is a non-member Minnesota nonprofit corporation with oversight provided by its Board of Directors, consisting of Directors from a wide spectrum of damage prevention industry stakeholders.
GSOC is governed by a volunteer board of about 20 directors, representing facility operators, excavators, and other people eligible to participate in the one call center. The only permanent board seat designated by statute is reserved for the Director of the Minnesota Office of Pipeline Safety, a position subsequently merged with State Fire Marshal at a later date. The initial Board developed the original policies and direction, much of which remains as guiding principles today.
Board Election Policy
GSOC seeks to review applications for Board membership and/or users’ group participation. In particular, GSOC seeks subject matter expertise in municipal, county or state construction permitting departments, highway regulation, large pipeline operations and municipal engineering as well as expertise not currently represented on GSOC’s Board.

Please contact Kelly Connolly, Chief Operations Officer, to attend this meeting in person or virtually, or to request a timeslot to present to the Board of Directors on relevant topics.
Members of the public are invited to suggest and present relevant topics during the GSOC Board of Directors meetings, if the presentations meet the following criteria:
- The presentation is no more than 15 minutes long.
- The topic is of relevance to GSOC and its operation of the utility notification center.
- The request and a summary of the presentation are submitted at least 30 days in advance of the meeting.
