New Updates to Certification Requirements for Fiber Installation

Starting in 2026, Minnesota state law (Minnesota Statutes 326B.198) requires individuals performing the installation of underground telecommunications infrastructure to complete and maintain a Safety-Qualified Underground Telecommunications Installer Certification. The commissioner of the Minnesota Department of Labor and Industry (DLI), in consultation with the Office of Broadband Development will approve standards for the certification program. When does this certification requirement go into effect?

Beginning January 1, 2026, the installation of underground telecommunications infrastructure throughout Minnesota is subject to MN Statutes 326B.198 and must be performed by safety-qualified underground telecommunications installers.

When must work be performed by a safety-qualified underground telecommunications installer?

The certification requirement applies to underground telecommunications infrastructure that is being installed within 10 feet of existing underground facilities or crosses existing underground facilities. This work must be performed by safety-qualified underground telecommunications installers starting on January 1, 2026.

The installation of underground telecommunications infrastructure that NOT being installed within 10 feet of existing underground facilities or crossing existing underground facilities does not require the on-site worker to be certified.

What are the training requirements for this certification?

To become certified as a safety-qualified underground telecommunications installer, the program requires individuals to complete 40 hours of training and pass an exam. This involves both classroom and hands-on instruction. Click here to view a draft course outline and curriculum.

The legislation also requires that certified installers obtain four hours of refresher training to be completed within three years of completing the initial course – and every three years after – to maintain certification.

Who can provide the safety-qualified underground telecommunications installer training?
