Gopher State One Call (GSOC) is Minnesota’s one-call notification system, established to serve as a communication link between underground facility operators, homeowners, and excavators in Minnesota.

GSOC is a 501(c)(6) nonprofit organization, formed in 1987 in response to the legislature’s adoption of Chapter 216D of the Minnesota Statutes. GSOC was approved by the Commissioner of Public Safety in 1988 as the state’s one-call notification center. Chapter 216D requires that anyone performing any type of excavation using machinery-powered equipment of any kind or explosives submit a location request at least 48 hours before beginning excavation, excluding the day of notification, weekends, and holidays.
GSOC collects information from anyone planning to excavate and transmits it to facility operators who may have underground infrastructure near the excavation site. After receiving a notification from GSOC, facility operators mark the approximate location of the underground infrastructure with paint or flags, respond electronically to the notification, or determine that the work area is clear. Operators can then provide a response through GSOC’s Positive Response website so that anyone can view the results of the underground facility location.

To begin learning, browse the available modules below. Once you click on a module, you will be taken to the Learning Management System (LMS). If this is your first time accessing a CGA module, you will be asked to create an account within the LMS. You will be able to sign in and track your curriculum progress over time.
