Manual Entry of Ticket Start Date and Time for Online Ticket Requests for Normal, Meet, and Boundary Survey Tickets
For online submitted Normal, Meet, and Boundary Survey tickets, the requested start date and time must now be manually entered. The start date and time will no longer default to the next permissable start time.
- This change is being made to facilitate more precise start date and times on ticket requests.
- Remember: You are permitted to submit a ticket up to 14 days in advance of your start date and time.
- If you have a large project where construction will be conducted in phases, GSOC suggests you consider utilizing a Meet Ticket.
Extended Start Time for Normal Tickets
This new feature, Extended Start Time, will allow a Facility Operator to request an extension of the work to begin date and time on a ticket of up to 24 hours. Extended Start Time was developed to assist in clear communication between excavators and facility operators concerning requests for extended time to locate underground facilities and to permit compliance with Minnesota State Statute 216D for the requirement that facility operators perform a locate prior to the excavation start time on the ticket for normal tickets.
The request and acceptance to extend the start time must be completed prior to the original start date and time on the original ticket.

The Extended Start Time Process:
- A Facility Operator can request to extend the start time up to 24 hours past the original start date and time of the original ticket.
- Only one Facility Operator can request an Extended Start Time for a ticket.
- The Facility Operator should contact the excavator to discuss the possibility of an Extended Start Time request.
- The Facility Operator requests an Extended Start Time by either calling the call center at 811 or by submitting the request online.
- The excavator will then receive an email notification with the option to:
- accept the Extended Start Time request, or
- modify the Extended Start Time request to a different time, or
- reject the request.
- If the excavator chooses to accept the requested or modify the Extended Start Time, the excavator must do so prior to the original start time.
- When an Extended Start Time is agreed to by the excavator, a new copy of the ticket will be sent with the new Extended Start Time ticket type and new start date and time. The ticket number will not change. The expiration date and time will be extended the same number of hours as the extension of the start time.
Underground Safety is a Shared Responsibility:
- There are high demands on all aspects of the one-call process. Communication among all stakeholders is critical to underground safety.
- Please remember to white mark where practical.
- Describe your excavation area as precisely as possible.
