Mandatory Electronic Positive Response Starts August 1, 2026, in Minnesota

This is an important update from Gopher State One Call (GSOC). The state of Minnesota recently made two changes to MN State Statute 216D. Starting August 1, 2026, electronic positive response will be mandatory in Minnesota.

Effective August 1, 2026all facility operators will be required to provide an electronic positive response on each excavation notice through the notification center prior to expiration of the required locate period.

In addition, as of January 1, 2027, operators must provide up-to-date contact information to the notification center:

  1. As contact changes occur, to the extent practicable; and
  2. At least quarterly following any change in contact information.

What Does This Mean for Facility Operators?

Starting August 1, facility operators must provide an electronic positive response to each ticket through iSite, our online ticketing software.

If you are a facility operator that does not currently use electronic positive response, GSOC can help get you up to speed.  Please send us an email at [email protected] for assistance with the positive response system or if you have any questions.

GSOC currently provides a quick and easy way to update operator contact information. Visit our Facility Operator page at gopherstateonecall.org/facility-operators to make updates quarterly or as needed.
